Hart has been made Senior Counsel in the Commercial Litigation Group. Both are based in the Firm’s Pittsburgh office.

“We are very pleased to welcome Lisa as a new Partner. She is the Firm’s first female construction Partner to practice in the Pittsburgh office and she will be one of the only full-time female construction partners in the city of Pittsburgh,” said Jason Copley, Managing Partner of Cohen Seglias. “Lisa has been instrumental in the growth of our construction practice in Pittsburgh over the past nine years and has proven leadership skills. In addition, we are happy to promote Doug to Senior Counsel, in recognition of his hard work and continued success in the commercial litigation practice in Pittsburgh,” said Manning O’Connor, Managing Partner of the Cohen Seglias Pittsburgh office.

Ms. Wampler joined Cohen Seglias in 2003 with the opening of the Pittsburgh office. Since that time she has developed an active and diverse construction litigation practice. She represents owners, general contractors, construction managers and the different trades in complex matters involving all phases of the construction process, including negotiating and drafting contracts, and advising clients as to preparing claims for extra work, inefficiencies, delays, and changed conditions while construction is ongoing for both private and public sector projects.

Ms. Wampler serves as the Chair of the Firm’s Women's Initiative. In addition, she is active in a number of professional organizations, including the American Subcontractors Association, Construction Financial Management Association, Master Builders Association and Associated Builders and Contractors.

As Senior Counsel in the Commercial Litigation Group, Mr. Hart maintains a general litigation practice, and has successfully defended and prosecuted claims in both state and federal court.  His diverse practice focuses upon commercial litigation as well as various employment and discrimination matters, real estate litigation and health care law.

Mr. Hart is also a Certified Public Accountant and spent several years in the fields of accounting and finance prior to becoming an attorney, working as an auditor for UPMC Health System and as a financial analyst for Highmark Blue Cross Blue Shield.  He is a member of the adjunct faculty of the John F. Donahue Graduate School of Business at Duquesne University, as well as a member of the Pittsburgh Human Resource Association.

In addition to the internal promotions, Cohen Seglias is pleased to announce that Judge Gene D. Cohen (Ret.) has joined the Firm as a Partner in the Commercial Litigation Group. Based out of the Philadelphia office, Judge Cohen concentrates his practice in complex commercial litigation. Judge Cohen served as a Court of Common Pleas judge from 1988 until February 2005 presiding over several landmark cases. He was the supervising judge of an investigating grand jury, a civil motion court judge, a trial judge for the Civil Division and principal civil major non-jury judge.  Judge Cohen’s last assignment was as a team leader for the Commerce Court Program managing major commercial litigation.

Dale Holmes has joined the Firm as Of Counsel in the Federal Construction Group. Mr. Holmes has 30 years of experience as an attorney for the U.S. Army Corps of Engineers and as District Counsel (managing attorney) in Kansas City, St. Louis and Louisville Districts. He served three tours as District Counsel in the Afghanistan Engineer District. During this time, he took part in one of the largest fraud cases to date involving the Army Corps of Engineers.

2012 has been a landmark year for Cohen Seglias. Along with the new hires and promotions, the Firm had two significant mergers in the Construction market, with Philadelphia’s Byler and Blaker LLC and New York’s Georgoulis & Associates PLLC, which marked the Firm’s first fully staffed New York office.
