CARL J. VERNETTI is an Associate in the Federal Contracting Group at Cohen Seglias Pallas Greenhall & Furman PC. He focuses his practice on federal procurement issues and has significant experience with matters concerning all facets of government contracting.

Carl counsels clients through all phases of federal contracting, from responding to solicitations and formulating proposals to bringing protests against defective solicitations or unreasonable award decisions to helping contractors bring Contract Dispute Act claims and Requests for Equitable Adjustment. He also counsels clients on issues stemming from contract termination.

With substantial litigation experience, Carl has successfully litigated bid protests at the agency level, before the Government Accountability Office, and in the Court of Federal Claims. He has appeared before Contract Boards of Appeal and has effectively negotiated the settlement of disputes on contracts worth hundreds of millions of dollars.

In addition to the above, Carl has broad experience with the transactional side of government contracting. He has been involved with the award and administration of many different types of contracts, ranging from small business set-aside contracts for commercial items to billion-dollar multi-award Indefinite Delivery/Indefinite Quantity (“IDIQ”) contract vehicles.

Prior to joining Cohen Seglias, Carl worked in the area of federal procurement for both the Department of Homeland Security (“DHS”) and the U.S. Office of the Inspector General for the Small Business Administration. His work included contracting for vital pieces of the country’s border security infrastructure, such as physical barriers, virtual sensor suites, and a fleet of airplanes.

Carl has also handled issues related to allegations of contractor fraud. He has worked extensively on contractor suspension and debarment proceedings, Buy American Act/Trade Agreements Act noncompliance issues, and has assisted the U.S. Department of Justice in intervening in qui tam cases brought against federal contractors under the False Claims Act.
