EDWARD T. DeLISLE is a partner in the Construction and Federal Contracting Groups of Cohen Seglias Pallas Greenhall & Furman PC. Mr. DeLisle concentrates his practice in the areas of construction law, construction litigation and small business procurement and litigation. He has drafted and negotiated construction contracts, teaming agreements and joint venture agreements for subcontractors, contractors, developers and owners. Mr. DeLisle also actively monitors the progress of his client's construction projects in order to safeguard those rights and remedies to which they are entitled. He has litigated, arbitrated and mediated complex construction and procurement cases in various jurisdictions and forums throughout the area.
Mr. DeLisle also counsels clients in all aspects of small business procurement. He has assisted clients in obtaining certification as small, and small disadvantaged businesses at the city, state and federal level. He has participated in bid protests involving service-disabled, veteran-owned, HUBZone and 8(a) set-aside contracts and regularly assists with responding to best-value procurements at the state and federal level.
Since joining Cohen Seglias, Mr. DeLisle is a frequent lecturer and author on issues of concern to the construction industry. He has spoken to the Southeast, Northeast and North Central chapters of the Pennsylvania Utility Contractors' Association and the Southeast Pennsylvania and Keystone chapters of Associated Builders and Contractors on changes in the law regarding negligent misrepresentation on the part of architects and engineers. The Master Builders’ Association of Western Pennsylvania published an article written by Ed on this issue. Mr. DeLisle has also lectured on effective project documentation, strategies to obtain payment on construction projects and the legal protections provided by the lien laws of various jurisdictions. Most recently, Mr. DeLisle has addressed the issue of teaming on federal projects as part of seminars in Orlando, Florida, Savannah, Georgia and Hartford, Connecticut.
Prior to joining Cohen Seglias, Mr. DeLisle worked as the contract administrator for the American Professional Soccer League, currently known as the A-League. Thereafter, he served as the judicial law clerk for the Honorable Gene D. Cohen of the Court of Common Pleas of Philadelphia County.
Mr. DeLisle is a member of the board of directors of the East Falls Development Corporation in Philadelphia. He is also a member of the Southeast Pennsylvania chapter of Associated Builders and Contractors and is chairperson of the Governmental Relations Committee for the Pennsylvania Utility Contractors Association. Mr. DeLisle was named a Pennsylvania Rising Star in the field of Construction Litigation for 2005, 2006, 2007, 2008 and 2009 by Law and Politics.
