On November 18, 2015 Edward DeLisle, Co-Chair of the Federal Contracting Group, spoke in front of the Small Business Committee’s Subcommittee on Contracting and Workforce about the continuing challenges for small contractors. With firsthand experience navigating federal contracting laws, Mr. DeLisle spoke on two important issues confronting small businesses today. The first: transparency in, and reporting on, small business contracting. The second: difficulties in the contract modification and claims processes that are adversely impacting small business construction contractors in the federal marketplace.
Mr. DeLisle stressed that Congress needs to ensure that the executive branch implements the lower tier small business counting reforms set forth in the National Defense Authorization Act of 2014 in a practical and reasonable manner, which will generate reliable data about small business participation levels on federal contracts.
