Are You a “Responsible Contractor?” The Importance of Knowing Where Responsible Contractor Ordinances Have Been Enacted and How to Comply
Responsible contractor ordinances (RCOs) are policies adopted by municipalities, school districts, or other public entities that require contractors and subcontractors to meet certain additional bidding requirements. These requirements often include participation in state or federally-certified apprenticeship programs, providing pension or employment-based health insurance plans, prevailing wage requirements, and safety training requirements. Knowing whether an RCO is in effect and what requirements exist is critical for ensuring that you are only bidding on projects that you are qualified for (thus saving estimating and bid costs) and for making sure you are qualified for future opportunities in municipalities where RCOs are implemented.
