On November 7, Federal Contracting partners Ed DeLisle and Maria Panichelli will speak at the Association of Procurement Technical Assistance Centers Fall 2017 Conference in Washington, DC. Ed and Maria will present the breakout session, Critical Changes to Small Business Regulations.
Ed and Maria’s session will provide an in-depth exploration of the recent changes to the small businesses regulations. Ed and Maria will walk attendees through the new Subcontracting Limitations rules, explaining how to calculate self-performance requirements on set-aside contracts. Attendees will also learn about the creation of the “Similarly Situated Entity” carve-out and the potential issues it raises. Because affiliation is always an important topic, this session will also delve into the regulatory changes affecting affiliation. Attendees will learn about the clarifications relating to identity of interest, as well as certain changes affecting small JVs. Ed and Maria will also discuss the SBA’s guidance relating to inter-affiliate sales transactions, and its effect on a businesses’ size. Finally, the much-talked-about but often misunderstood “All Small” Mentor Protégé program will be discussed.
