Chair of Cohen Seglias’ Government Contracting Group, Cherylyn is an attorney and strategic advisor with more than 25 years of leadership experience in Washington, DC and internationally. She focuses her practice on government contracts and corporate matters, guiding clients through complex regulatory landscapes and business challenges.
Drawing on her experience as a Presidential appointee at the U.S. Small Business Administration (SBA) and the U.S. Department of Veterans Affairs (VA), Cherylyn provides strategic counsel on all stages of the federal procurement process. She has in-depth knowledge of SBA programs, including 8(a), SDVOSB, WOSB, and HUBZone certifications, and advises clients on government contracting, financial assistance, disaster response, and regulatory compliance.
Cherylyn represents clients in a broad range of government contracting matters, including joint venture agreements, Mentor-Protégé relationships, teaming agreements, contract interpretation and performance counseling, Requests for Equitable Adjustment, subcontractor disputes, contract terminations, and suspension and debarment proceedings. She counsels businesses on procurement programs across the federal government, including the intelligence community and national security agencies.
Beyond her government contracts work, Cherylyn advises clients on corporate matters, including complex contracts, mergers and acquisitions, banking transactions, employment policies, and corporate governance. She takes a practical, solutions-driven approach to help businesses achieve their financial and operational objectives.
Prior to private practice, Cherylyn was President and CEO of KLAR Strategies, where she provided business strategy and guidance to mid-sized companies, technology firms, and corporate boards. She previously served as Senior Counsel for the U.S. Senate Judiciary Committee, where she focused on judicial nominations, civil rights, and oversight of the U.S. Department of Justice.
Earlier in her career, Cherylyn worked internationally as a finance and telecommunications advisor to the German Bundestag and as an international transaction specialist with the Mannesmann Corporation in Düsseldorf, where she structured and negotiated financial transactions across Eastern Europe and Asia. She also served as a media advisor to a Prime Minister candidate in the United Kingdom.
