Cohen Seglias Announces Joshua D. Bonn as Harrisburg Office Managing Partner
We are pleased to announce that Joshua Bonn has been named managing partner of the firm’s Harrisburg office.
Josh assumes the role previously held for 18 years by Steven Williams, who has served as Cohen Seglias’ firmwide managing partner since 2023 while maintaining his full-time practice focused on commercial litigation, real estate law, employment law, construction, and business and corporate law.
Josh was named to the Central Penn Business Journal’s 2025 Power 100 list, which recognizes the leaders who are shaping local communities and influencing the quality of life in the Central Pennsylvania region.

Josh joined Cohen Seglias from Nauman Smith in 2024 as part of the firm’s Harrisburg office expansion, which added five attorneys in key areas of focus for the firm, as well as complementary services including railroad and transportation law and media law and Right-to-Know.

Josh is a civil litigator who regularly works with clients in the railroad, media, insurance and financial industries, and handles appeals in Pennsylvania’s Supreme, Commonwealth and Superior courts as well as in the Third Circuit Court of Appeals.
He is among Pennsylvania’s most experienced transparency attorneys, representing individuals and media entities in public records litigation under Pennsylvania’s Right-to-Know Law and routinely briefing and arguing open records appeals in the Office of Open Records and trial and appellate courts.
Josh is a former assistant district attorney in York County and serves as the solicitor for Paxtang Borough and the Capital Tax Collection Bureau. He earned his J.D. from the Pennsylvania State University Dickinson School of Law and received his B.A. from Lock Haven University.
