Bob focuses his practice in the areas of construction, government contracts, and procurement. Drawing on his twenty years of experience practicing construction law, including time as assistant general counsel for an Engineering News-Record (ENR) Top Five national design/build construction company, Bob guides general contractors, subcontractors, architects, engineers, sureties, and owners from project inception through completion. He helps clients structure, negotiate, and review contracts to best avoid risks and guides them through day-to-day issues on construction projects. Bob also has extensive experience representing general contractors and subcontractors in complex claims and disputes involving construction inefficiencies, delays, differing site conditions, constructive changes, extra work, and default claims. Although an experienced litigator, Bob recognizes the benefits of resolving disputes at an early stage through negotiated settlements and alternative dispute resolution mechanisms, such as mediation, before the onset of extensive and costly discovery efforts.
In his government contracting practice, Bob assists small businesses in federal contracting with teaming and joint venture agreements, federal business ethics compliance, certifications and appeals, and federal government mentor-protégé agreements. He has enjoyed considerable success for clients prosecuting and defending bid protests at the Government Accountability Office and the United States Court of Federal Claims. Types of projects Bob has handled over the years include marine construction, dredging projects, bridges, roads, environmental cleanups, power plants, municipal convention centers, office buildings, residential complexes, wastewater treatment plants, and schools.
