Ryan serves the firm’s clients in a variety of government contracting matters, including bid protests, small business matters, defense contracting, weapon development and research contracting, government construction, and matters relating to the Federal Acquisition Regulation (FAR).
He has an intricate understanding of litigating matters before the Armed Services Board of Contract Appeals (ASBCA). His knowledge and experience with the government has led to several multimillion dollar settlements prior to litigation ever beginning. Ryan dedicates his time to truly understanding the client’s work product and the interworking of the government contracting office responsible for the contract at issue. He drafts claims a contracting officer cannot ignore and can quickly research unique legal principles that exist in the world of government contracting. Ryan also has experience in depositions, in conducting settlement conferences with the government, and in drafting responses to adverse motions. So when a claim cannot get the job done, he possesses the requisite skills to advocate the position that is in the best interest of the client; whether that is settlement or litigation.
Raised in an Air Force family, Ryan’s government ties run deep. Before law school, he spent three summers in the Navy Office of General Counsel at the Navy Yard in Philadelphia aiding in government contracting matters. While there, Ryan represented the government against contractors in all forms of disputes, experience which gives him a unique perspective on how government lawyers think. In law school, Ryan took classes such as Military Law Seminar and National Security. He was also a proud member of and author for the Arbitration Law Review.
