We are pleased to announce that Stephen Tobin has been promoted to the firm’s partnership, effective January 1, 2024. Across the firm, a total of nine attorneys were promoted to partner.

Steve is based in the firm’s Washington, D.C. office and helps clients plan and implement the best approaches for negotiation and litigation involving complex federal contracts, including matters arising in federal construction projects such as changes, differing site conditions, terminations, defective specifications, and delay issues. He also represents clients facing suspension and debarment actions and addresses matters arising under Small Business Administration regulations and joint venture agreements. Additionally, Steve assists clients in the various stages of the acquisition cycle and advises companies and individuals facing government investigations under the False Claims Act.
Prior to joining Cohen Seglias, Steve served for 13 years as an associate counsel for litigation and senior trial attorney in the Department of the Navy’s Office of General Counsel, where he managed the Naval Sea Systems Command’s (NAVSEA) contract claims/litigation and investigation/fraud portfolio. In this role, he was involved in litigation and fraud matters involving billion-dollar Navy surface and subsurface programs. He frequently sat as first or second chair for appeals of government contract claims before the Armed Service Board of Contract Appeals. This experience provides Steve with a unique perspective into the federal contracts process and allows him to develop solid strategies for his clients.
Steve earned his J.D. from the Catholic University of America Columbus School of Law and received his B.S. from Saint Joseph’s University. He was recognized with a Department of the Navy’s Meritorious Civilian Service Award in 2017 and is a member of the Society of American Military Engineers (SAME) DC Post. Steve is a frequent contributor to Cohen Seglias’ Federal Construction Contracting Blog, which provides pertinent legal information and resources for federal construction contractors.
