Cohen Seglias Announces Five Attorney Promotions; Names Four New Department Chairs
We are excited to announce the promotions of Anthony Bottenfield, Jennifer Budd and Evan Rassman to the firm’s partnership, effective January 1, 2023. Anthony and Jen are located in the firm’s Philadelphia office, and Evan splits his time between the Wilmington and Philadelphia offices. In addition, Ashling Ehrhardt and Matthew Erlanger, both of the Philadelphia office, were promoted to senior counsel.

We have also named four new department chairs, including Roy Cohen for Construction, Ashling Ehrhardt for Title IX, Jonathan Landesman for Labor & Employment, and Whitney O’Reilly for Wealth Preservation.

Anthony represents a wide range of construction industry clients in every stage of litigation as well as in construction defect matters. He works on public and private projects and assists clients with filing and defending bond claims and mechanics’ liens. Anthony is a volunteer with Habitat for Humanity and an active member of the Urban Land Institute.
Jen represents clients in construction litigation, arbitration and mediation on both public and private projects throughout New Jersey and Pennsylvania. She has significant experience counseling transportation, utility and highway contractors on issues that arise during projects and resolving claims through litigation or arbitration. Jen is active in firm leadership as chair of the firm’s Diversity, Equity & Inclusion Committee and a member of the Women’s Initiative. She also served as the associate liaison as well as a mentor in the firm’s summer associate program. Jen is an active member of the American Road and Transportation Builders Association and Professional Women in Construction.
Evan works with real estate developers, investors, banks, commercial tenants, and other stakeholders on complex commercial real estate transactions, including financings, joint ventures, acquisitions and sales, real estate lending, commercial leasing, workouts, and restructurings. He frequently advises clients in the Philadelphia and Delaware markets throughout all stages of their real estate transactions. Evan is co-chair of the Urban Land Institute Delaware chapter and is a member of the Delaware Bankers Association, and Innovating Commerce Service Communities.
Ashling conducts investigations into allegations of sexual misconduct, discrimination, harassment, and other acts of misconduct at private and public colleges and universities. She advises educational institutions and key individuals on Title IX policies, procedures, investigations, and hearings. Ashling is a resource for college and university students throughout the process of potential disciplinary proceedings brought by their schools for conduct issues, such as Title IX, alcohol, drug, hazing, as well as academic issues, such as cheating and plagiarism. She is a member of the Association of Title IX Administrators and serves on the Philadelphia Bar Association’s Education Law Committee.
Matt is a trusted legal advisor to construction owners, contractors, and subcontractors, working with his clients to help them protect their business objectives and minimize risk. He provides strategic counsel on potential disputes involving project delays, performance and payment bond claims, construction defects, and mechanics’ liens. Matt has argued before the Superior and Commonwealth Courts of Pennsylvania and handled appellate work in Pennsylvania and New Jersey. He also works with clients to find solutions for wrongful termination, delay in payment, and breach of contract or other contractual claims. Matt is an editor and active contributor to the firm’s Construction Law Now blog. He is a member of the Keystone Contractors Association and the Pile Driving Contractors Association.
