Cohen Seglias Announces Matthew Gioffre, Lane F. Kelman and Anthony H. Chwastyk Named to Leadership Positions: Steven M. Williams Re-Elected as Managing Partner
We are pleased to announce that we have named Matthew Gioffre, Lane F. Kelman and Anthony H. Chwastyk to new leadership roles within the firm, effective January 1, 2026. Matt has been named to a three-year term as the firm’s Administrative Partner. Lane will serve as Chair of Cohen Seglias’ Construction Group. The group is one of the largest in the nation, serving developers and the trades in all matters related to construction, with the support of more than 50 attorneys dedicated exclusively to construction law. Anthony will serve as Chair of the firm’s Business Transactions and Real Estate Groups.
In addition, Steven M. Williams has been re-elected to a three-year term as Managing Partner, continuing his oversight of the firm’s day-to-day operations and ongoing initiatives to strengthen operational efficiency and ensure continued success of the firm, while maintaining his full-time practice.
As Administrative Partner, Matt will collaborate with Steve and the firm’s board of directors to develop and execute high-level firm initiatives and shape policies. He will also play an integral role in legal operations, appoint committee chairs and support the firm’s branch offices to ensure seamless coordination throughout the firm’s footprint.

Matt is a partner in the firm’s Philadelphia office and advises clients on complex construction law matters and litigates claims on behalf of general contractors, subcontractors, design-builders and material suppliers, as well as project owners. He has broad experience litigating matters involving public, private and federal projects. Gioffre earned his J.D. from Temple University Beasley School of Law and his B.A. from the University of Pennsylvania.

Lane’s leadership will help guide the long-term direction of the construction practice, while Anthony’s collaborative approach will deepen the level of service our business transactions team provides.”
Lane is a partner in the firm’s Philadelphia office, where he has established an active and diverse construction practice, representing developers, general contractors and trades in complex construction matters throughout the country and internationally. He regularly works with clients on public and private projects and takes pride in representing numerous clients at the forefront of sustainable building. Kelman has been ranked in Chambers USA in Pennsylvania Construction for four years. He received his J.D. from Michigan State University College of Law, magna cum laude, and earned his B.A. from The Pennsylvania State University.
A partner in Cohen Seglias’ Philadelphia office, Anthony concentrates his practice on providing legal counsel and transactional support across a variety of areas, including corporate, mergers and acquisitions, technology transactions and intellectual property, non-profit formation and governance, and real estate. He serves as lead counsel on a variety of issues and draws on his in-house experience to translate complex legal issues into actionable insights that help business leaders move forward in challenging situations. Anthony earned his J.D., cum laude, from the Drexel University Thomas R. Kline School of Law and his B.A., summa cum laude, from La Salle University.
