Claim Detail – Board Jurisdiction
The jurisdiction of the boards of contract appeals rests on the contractor’s submission of a written demand for clearly stated adjustments which must contain sufficient detail to notify the contracting officer of the basic factual allegations upon which the claim is premised and a contracting officer’s final decision thereon. If the contractor discovers additional costs after an appeal to the board is filed, it may pursue the increased costs without filing an additional claim as long as the basis for the government’s liability has not changed from the claim submission.
