Entitlement – Quantum
Government claims are divided into two basic parts, “entitlement”, which is the determination of whether the claim has merit, and “quantum “, which involves a determination of how much money or time the contractor is entitled to receive. If entitlement is not established, there is no need for a board of contract appeals to address quantum.
