Increased Supervision Costs
It is well established that a contractor is entitled to recover for increased supervision costs due to Government-caused delay. Weaver Constr. Co., ASBCA No. 12577, 69-1 BCA ¶ 7455 (appellant entitled to recover its supervision costs incurred during the Government-caused delay with no offset for work actually accomplished during the period where such work performed did not advance the critical path); Accord International Builders of Florida, Inc., FAA No. 67-5, 69-1 BCA ¶ 7,706 at 35,753-754 (1969); Central Industrial Elec. Co., GSBCA No. 5607, 83-1 BCA ¶ 16,273 (recovery allowed for wages paid job site superintendent after the extended scheduled completion date).
Further, partial recovery was allowed for additional and extended site supervision support in Pittsburgh-Des Moines Corp., EBCA No. 314-3-84, 89-2 BCA 21,739 at 109,387-388 (contractor required two supervisors, two engineering office employees and two quality assurance employees to work extra hours because of the extra work stemming from the Government’s changes).
