Materials and Workmanship
The material and workmanship provisions of federal construction contracts require that all materials are new and all work be performed in a workmanlike manner. A contractor is permitted to substitute an “equal” item for any item specified by brand name, model number, or catalog description in the contract unless it is specifically indicated that only the specified item will be accepted.
