Plans and Specifications
These are the most important parts of a construction solicitation package and they must be reviewed and understood in order for the contractor to prepare its bid. If the plans and specification appear to be defective, this must be brought to the government’s attention before bid opening. (See FAR 52.236-21 – Specifications and Plans for Construction).
