Soil Borings
As a matter of law, soil borings are considered to be the most reliable indications of subsurface conditions. Drennon Constr. & Consulting, Inc., CBCA 2391, 13 BCA ¶ 35213; Cherry Hill Constr.. Inc., GSBCA No. 11217, 92-3 BCA ¶ 25,179; North Slope Technical Ltd. v. United States, 14 C1. Ct. 242 (1988); Foster Constr. C.A. & Williams Bros. Co. v. United States, 435 F.2d 873 (Ct. C1. 1370). In this regard, a contractor is entitled to rely on the soil borings and is not required to undertake an independent investigation to verify the same.
