Time for Filing and Appeal
In order to recover all costs, this notice must be sent within twenty days of the start of the suspension of work (see FAR 52.242-14(c)).
In addition, since profit cannot be recovered on the additional costs associated with a suspension of work, if the cause of the delay can be related to a change, a contractor should consider sending a notice of change rather than a suspension notice.
